Bitter Sarcasm in Footnotes?

I am considering putting a footnote in the bibliography of my GMO paper discussing the on line availability of some of the documents I site.

I am also considering ending it with this passage about a World Bank publication:
To find the World Bank publication “Global Commodity Markets” you must go to, click “Data and Research,” then “Document Search” then search in “Policy Research Reports.” Even then, for some reason, only the publications from 2000 are available. And this may not be true after November 2, 2005. It’s a brave new world.
Should I?
